AS3-Modified:  In lieu of modeling the original AS3 projects previously identified, the modified AS3 projects are comprised of the following:

    * A new switching station (Elliot) on the Vignes-Sorrento line

    * A new 230 kV line between Willow Glen and Elliot

    * An upgrade of the Elliot-Sorrento line section

    * A new 230 kV line between Coly and Hammond via Fairgrounds

Choctaw-Tiger:  There are two 230 kV lines connecting Choctaw to Addis.  In the IDV and PROMO input files provided below, one of these lines will be separated from Addis and connected to Tiger Substation through the construction of a new 230 kV line segment.

Responses to clarifying questions pertaining to study inputs

More information will be posted in addition to the data below.

 

To correct the 2007 summer model posted on OASIS on May 8, 2006, adjustments in the following ZIP files should be made:

  • 2007 Topology Updates.zip
    • This portfolio of upgrades encompass various changes including the following upgrades: construction of a parallel 500 kV line from Sterlington to Perryville, installation of a second 500/230kV auto at Ray Braswell, upgrade of Ray Braswell-Northside Dr.-Rex Brown 230kV 230 kV lines.  Details of these projects are contained in the IDEV and PROMOD input files.
  • WalnutGrove-Lamkin-Monroe.zip
    • Although not yet approved, this project is expected to be in-service by summer 2007 and should be included in the analysis.
  • 2007 AS Load Adjustments.zip
    • These adjustments reflect load re-distribution within the New Orleans metro area post-Katrina.

To create a 2008 summer model from the 2007 summer model posted on OASIS on May 8, 2006, adjustments in the following ZIP files, in addition to those above, should be made:

  • Western Region Improvements 2008.zip
    • Although IDEV files are provided for the capacitor bank projects, the comparable PROMOD files have not been included since the usage of capacitor banks or other reactive power devices are not reflected in PROMOD’s DC analysis.
    • Other projects include 138 kV line upgrades and upgrade to the Grimes substation bus.
  • Hammond Amite.zip
    • This project entails the conversion of the existing Hammond-Independence-Amite 115 kV line to 230 kV.

 

These adjustments above should be reflected for all study scenarios to be evaluated in the Amite South and DSG areas as outlined below.  The combinations of projects to be modeled are provided in the second column of the table.  The response files for the Amite South 2 & 3 and DSG projects are the same as those previously posted.

The DSG, AS2, and AS3 projects are to be evaluated in the 2008 time frame because this is the earliest year that they could be placed in service.

 

To create a 2010 summer model from the 2007 summer model updated on May 8, 2006, the following adjustments should be made in addition to the adjustments for 2007 and 2008 as noted above:

  • Beaumont Area Improvements 2009.zip
    • This portfolio of projects will improve the load-serving capability in the Beaumont area through line upgrades and reconfiguration of the transmission system around South Beaumont substation.
  • AB Paterson.zip
    • The projects included therein reflect the projected restoration of the New Orleans area transmission system including the installation of a 230/115kV auto at Paterson tying together the two “east” and “west” loops.

Additionally, the 2010 summer model should reflect all three projects as indicated in the 2008 scenario I (AS2, AS3 & DSG).

 

Once a 2010 model has been created, this should be the basis for the 2010 study scenarios relating to the Western Region and Beaumont area as outlined in the table below.  The combinations of projects to be modeled are provided in the second column of the table whereby (1), (2), and (3) equate to the following:

  • (1) Potential transmission projects to reduce generation commitment in the Beaumont, TX Area
  • (2) Potential transmission projects to reduce generation commitment in the Western Region of Entergy Texas (Western Option)
  • (3) Potential transmission projects to reduce generation commitment in the Western Region of Entergy Texas (Eastern Option)

 

The response files for these Western Region projects are the same as those previously posted.

 

These projects should be evaluated in the 2010 time frame and beyond because current projections indicate that the extensive scope of these projects could not allow them to be completed sooner.

 The adjustments for 2008 and 2010 reflect the Transmission Business’ projection of changes to the transmission system around the New Orleans metropolitan area.  They also reflect those projects that have been approved and budgeted but not yet completed.

Notes Regarding PROMOD Input Files:

The referenced PROMOD input files include various assumptions that need to be verified by the user of this information.

  • The line definition needs to be verified with how it is represented in PROMOD.  For example, the old Lakeover to North Park line is defined as “098973098977 1”.  Please verify the order of the “to” and “from” bus numbers and ensure that they are consistent with how they are currently defined in PROMOD since a reversal of the bus numbers will constitute another unique transmission element.
  • In the “Transmission Line Outage” tab, the “Start Date” of 1/1/2000 is often used as a proxy for the beginning date of the study, and the “End Date” of 12/31/2020 is often used as a proxy for the end date of the study.  Please revise as appropriate.
