September 17, 2008 Update: Notice Regarding Continued Suspension of Posting of AFC Power Flow Models and All Transmission Service Sales Except for the Sale of Non-Firm Operating Horizon Transmission Service Due to Hurricanes Gustav and Ike.

 

Due to the widespread outages and damage caused by Hurricane Gustav, Entergy Transmission suspended OASIS posting of AFC power flow models for Operating and Planning Horizons due to the inability to receive all necessary AFC input data caused by storm damage.  Because of the continued outages and the new damage caused by Hurricane Ike, Entergy Transmission will continue this suspension until further notice.  AFC calculations used to grant non-firm partial transmission service in the Operating Horizon will continue to be based on the real time system topology reflected in Entergy’s State Estimator. The Effective ATC file entries which are posted on OASIS will show calculated effective ATC values for Current Day and after 12:00 PM.  This file will also include values for Next Day transmission service. Effective ATC for all days in Planning Horizon and all months in Study Horizon will show zero for all transfer paths.  The load forecast and actual peak load and AFC Study files postings for Operating and Planning Horizons will continue to be posted.  However, the Planning Horizon data contained in AFC Study file is not valid and cannot be used at this time as all AFC values for Planning Horizon are zero. Entergy will resume normal calculations and all postings as soon as practicable data inputs are working properly.

 

The foregoing developments have necessarily forced suspension of all sales of transmission service under the Entergy Open Access Transmission Tariff except for Partial Transmission Service sold on a non-firm basis for Operating Horizon only, which includes all hours of current day and after 12:00 PM and includes all hours of next day.  This suspension will continue during system restoration and until further notice in order to maintain system reliability.  Significant changes to the topology of the transmission system continue to be anticipated and the capability of the system to provide incremental transmission service is not accurately predictable for any time past Operating Horizon. Entergy will resume sales of all types of transmission service as soon as practicable once the transfer capability system is able to produce reliable incremental transfer calculations again.  Any data associated with posted files and/or models are not to be assumed to be accurate.
