    LG&E and KU Stakeholders, LG&E and KU’s 2018 Draft Steady State Transmission Expansion Planning (TEP) Report (Steady State Planning Assessment Report FINAL 092917.pdf) is available for your review and comment. Similar to LG&E and KU’s 2017 TEP stakeholder review process, your review of the steady state portion (excluding P5 contingency conditions) of the 2018 TEP is requested at this time. Your review of LG&E and KU’s remaining TEP analyses will be requested when the entire LG&E and KU 2018 Draft TEP Report is available.     ATC calculation review for KMPA to OMU Path

    A customer requested ITO to review the Daily ATC calculation of the path (KMPA to OMU) for September 28.  Customer is concerned with having negative value for Firm ATC and positive value for Non-firm ATC. The ITO reviewed the path and found that an external flowgate was the limiting element for Firm ATC and Firm AFC is negative for this period.  However, this external flowgate’s Non-firm AFC is positive. The ITO contacted the Flowgate owner and the flowgate owner confirmed that the Firm and Non-firm AFC values and AFC calculations are correct for this flowgate. Hence, ITO did not find any issue with the ATC calculation.

    AFC Calculation Review

    In response to inquiries from transmission customers, TranServ, as the LG&E/KU ITO, requested an investigation of the AFC process model for Flowgates 1025 and 2830.  TVA calculates the initial AFC values for LG&E/KU as part of the AFC process.  The model inputs provided by LG&E/KU and adjacent transmission providers can influence the results of these initial values.  As such, various inputs to these models were also reviewed, including the hourly generation dispatch files from LG&E/KU, OVEC, various TVA unit status, and the transmission outage files from the NERC SDX process.  These were reviewed against real-time data from the same date and time to determine if significant variance between the two data sets were present.  No significant variance was observed in the investigation, therefore the investigation is concluded.

    The Estimated Range of Projected NITS and PTP Rates for 2018

    In response to the request of an LG&E/KU transmission customer at the last stakeholder meeting for preliminary information about possible projected transmission rates for the following year, LG&E/KU is providing the estimated range of projected NITS and PTP rates for 2018. This information is provided solely as a courtesy to customers and should not be interpreted as a change in the LG&E/KU formula rate approach or protocols. LG&E/KU transmission customers are advised that the ranges below are based on preliminary forecasts and the actual rate could and may fall outside of the range posted. LG&E/KU is providing the estimated rate ranges below for the purpose of sharing helpful information, but advises that these rates should not be relied upon as the basis for any business or financial planning decisions. While the estimated ranges represents LG&E/KU’s best effort to provide transmission customers with an accurate forecast, LG&E/KU is not guaranteeing future rates will fall in the range below.

    ITO SIS Clustering Window Notice

    Effective August 1 2017

    The ITO System Impact Study Clustering Window will open on August 1, 2017 through January 31, 2018 as outlined in the LG&E/KU Pro Forma OATT. Please indicate clustering requests on Transmission Service Requests when submitted via OASIS. Any eligible customer who executes a System Impact Study Agreement during the clustering window, and indicates on the agreement that it’s System Impact Study should be clustered with others, will be held until the end of the clustering window.

    AFC calculation review for flowgates1025 (Trimble Co.- CliftyCreek 345-Rockport-Jefferson 765) and 2830 (Trimble County - CliftyCreek 345 kV)

    July 19, 2017

    Two LG&E/KU OATT customers requested the ITO to review the AFC calculations for Flowgates 1025 and 2830 due to negative AFCs and refusal of transmission service requests.  Based on this request, the ITO reviewed non-firm AFC calculations from July 12, 2017 for hours 15-23. For these nine hours on July 12, the ITO verified the AFC components, including TTC, CBM, TRM and ETC values used in the AFC calculation, and verified that these values are being applied correctly in the AFC calculation.  The ITO also verified that the base flow value was correctly applied in the ITO’s AFC calculation. The ITO did notice that the calculated base flow values for these two Flowgates are higher than actual real-time flows. It should be noted that base flow values are not expected to match real-time flows since base flow values are calculated with an offline model, load forecast, the generation merit order, and other assumptions and methodology described in the LG&E/KU ATCID.  The ITO intends to discuss the base flow calculations with LG&E/KU and TVA to identify reasons for the differences between real-time flow and calculated base flow values.

    Opening of Request Queue for Transmission Needs Driven by Public Policy Requirements (effective 7/1/2017)

    Per section 8.C.2 of the LG&E and KU Attachment K, on July 1, 2017 the ITO will open a queue for stakeholders to submit requests for consideration of possible transmission needs driven by Public Policy requirements.

    Transmission Customers, Network Customers, Eligible Customers, Interconnection Customers, or other stakeholders may submit requests for the transmission needs driven by Public Policy Requirements, on or after July 1, 2017. The queue will remain open for sixty (60) days.

    Requests must be submitted to support@transervinternational.netwith the following information:

    i . The applicable Public Policy Requirement, which must be a requirement established by an enacted state, federal, or local law(s) and/or regulation(s); and
    ii. An explanation of the possible transmission need driven by the Public Policy Requirement identified in subsection 8.C.2.a.i. (e.g., the situation or system condition for which possible solutions may be needed, as opposed to a specific transmission project).

    LG&E and KU’s Transitioning to New Dynamic Model’s Impact on Project 1065

    “LG&E and KU will be transitioning to a new aggregate load model beginning with the 2018 TEP. This is the result of both internal research on industry best practices and continued coordination with the Electric Power Research Institute (EPRI). A report (LGEKU Dynamic Load Modeling.pdf) with supporting documentation for this change is available. The report is posted to the 2017 TEP folder on the LG&E and KU secure FTP site. Additionally, project 1065, which called for the addition of a second Hardin County 345/138 kV transformer has been reevaluated with the new aggregate load model. The results of this analysis are also documented in the before mentioned report. As a result of this study, the second Hardin County 345/138 kV transformer will not be included in the initial 2018 TEP power flow models which are utilized for project re-timings and identification of new projects. If a need is identified in the 2018 TEP, then project 1065 will be reactivated.”

    ITO Approval of LG&E and KU 2017 Transmission Expansion Plan

    In accordance with Attachment P of the Open Access Transmission Tariff (OATT) of Louisville Gas and Electric Company/Kentucky Utilities Company (LG&E and KU), the Independent Transmission Organization (ITO) prepared an Independent Assessment Report of the LG&E and KU 2017 Transmission Expansion Plan (TEP). On January 31, 2017, the Independent Assessment Report was posted on the LG&E and KU secure FTP site and made available for stakeholder review and comment. On January 31, 2017, the Final version of LG&E and KU's 2017 TEP was also posted on the LG&E and KU secure FTP site.     Activation of Network Service Applications on OASIS

    On and after March 1, 2017, Network Customers requesting to modify service or request new service under Network Applications must do so using NITS templates on the LGEE OASIS.  No new Transmission Reservations of type Network will be allowed to be entered under PTP templates beginning March 1st.  All existing Transmission Reservations of type Network previously entered under PTP templates will be phased out as customers modify e-tags to use the four digit Application Ref number in the OASIS field of the e-tag and complete the NITS RESOURCE field with the name of the resource that has been granted scheduling rights in the Scheduling Rights List.  For example, NITS contract 1230 has Scheduling Rights from TVA to LGEE using resource SLICE OF SEPA, so SLICE OF SEPA would go in the NITS RESOURCE field of the e-tag.  

    Customers scheduling Secondary Network Service will continue to put the eight digit AREF of the confirmed Secondary NITS request into the OASIS field of the tag  

    In addition, the NITS DNR spreadsheets of each customer will be removed on March 1 st.  The DNR List under NITS on OASIS will be the official record for each customers Network Resources available to serve Network Load

    OASIS Notice

    Following completion of the 2017 TEP and after additional evaluation, LG&E and KU has modified the description of the 2017 TEP Project 924. The project, formerly a second Rodburn138/69 kV transformer, will now be a replacement of the existing Rodburn138/69 kV transformer with a 90 MVA unit. Additionally, the existing transformer at Farmers will be replaced with the existing 60 MVA 138/69 kV transformer at Rodburn. This project mitigates the same constraint as the constraint previously identified in the 2017 TEP Project 924 summary.

    ITO Approval of LG&E and KU 2017 Steady-State (excluding P5) Transmission Expansion Plan

    On November 23,2016 the Independent Transmission Organization (ITO) provided an Independent Assessment Report of the Steady-State portion (excluding P5) of the Louisville Gas and Electric Company and Kentucky Utilities Company (LG&E and KU) 2017 TEP as well as the LG&E and KU Final 2017 Steady-State TEP Report. The stakeholders were given a 30 day review period. Written comments on the 2017 Steady-State TEP and the ITO Steady-State Assessment Report submitted to the ITO by email were accepted until December 23, 2016. All stakeholder comments received have been incorporated into the ITO Steady-State Assessment Report in the Stakeholder Comments Section. The final RC comments have also been added to the RC Comments Section. Beyond these two additions and related TO responses, no other changes were made to the version of the ITO Steady-State Assessment Report which was provided to the stakeholders on November 23,2016.     ITO Steady-State Assessment of LG&E/KU 2017 Transmission Expansion Plan

    As discussed at the November 17, 2016, Louisville Gas and Electric Company and Kentucky Utilities Company (LG&E and KU) Stakeholders Meeting, LG&E and KU and TranServ International, Inc. (TranServ), acting as the Independent Transmission Organization (ITO), have modified the Transmission Expansion Plan (TEP) reporting and assessment processes to accommodate the alignment with the Southeastern Regional Transmission Planning (SERTP) schedule and needs. The modified process includes final steady state only analysis and steady-state only assessment reports prior to final completion of the 2017 TEP Report and Independent Assessment process.  It requires LG&E and KU to provide a Final 2017 TEP Steady-State Report to the ITO for an Independent Assessment followed by the ITO providing a 2017 TEP Steady-State Only Assessment Report to the Stakeholders for a 30 day review period prior to the ITO approval of the Steady-State portion of the 2017 TEP. 

    Therefore, this is notification of the availability of the Final 2017 TEP Steady-State Report and Independent Assessment of the LG&E and KU 2017 TEP Steady-State Report for Stakeholder review. On November 2, 2016, the Stakeholders were requested to review LG&E and KU’s Draft 2017 TEP Report that included Steady-State, Stability and Short Circuit Analyses, as is required by LG&E and KU’s Tariff.     Request for Shareholder LG&E and KU 2018 TEP Development Input

    LG&E/KU Stakeholders,

    The Fall LG&E and KU Stakeholders meeting will be held on November 17, 2016.  At this meeting the LG&E and KU Transmission Owner will present the Final Draft 2017 TEP and will request comments and answer questions. The ITO will discuss the status of its assessment of the Final Draft 2017 TEP Report. The ITO will also indicate that Stakeholder input on development of the 2018 TEP is requested and must be provided by December 17, 2016.

    According to Attachment K of the LG&E and KU OATT, the Stakeholders may submit written comments for up to 30 days after the November meeting on the current year’s plan (Final Draft 2017 TEP Report). To aid Stakeholders in their review, the Final Draft 2017 TEP Report has previously been provided.

    Also according to Attachment K of the LG&E and KU OATT, the Stakeholders may transmit their additional suggestions for the 2018 TEP for up to 30 days after the November meeting (December 17, 2016).

    Requests must be submitted to support@transervinternational.net with the following information:

    i. The applicable Public Policy Requirement, which must be a requirement established by an enacted state, federal, or local law(s) and/or regulation(s);and
    ii. An explanation of the possible transmission need driven by the Public Policy Requirement identified in subsection 8.C.2.a.i. (e.g., the situation or system condition for which possible solutions may be needed, as opposed to a specific transmission project).

    Economic Planning Studies

    On July 1st, 2016 the ITO will begin taking requests for Economic Planning Studies, requests may be submitted by Transmission Customers, Network Customers, Eligible Customers, Interconnection Customers, or other stakeholders. The queue will remain open for sixty (60) days.

    ITO Approval of LG&E and KU 2016 Transmission Expansion Plan

    In accordance with Attachment P of the Open Access Transmission Tariff (OATT) of Louisville Gas and Electric Company/Kentucky Utilities Company (LG&E and KU), the Independent Transmission Organization (ITO), prepared an Independent Assessment Report of the LG&E and KU 2016 Transmission Expansion Plan (TEP). On April 5, 2016,the Independent Assessment Reportwas posted on the LG&E and KU secure FTP site and made available for a stakeholder review and comment. On April 5, 2016, the Final version of LG&E and KU's 2016 TEP was also posted on the LG&E and KU secure FTP site. Written comments on the 2016 TEP and ITO Assessment Report submitted to the ITO by email were accepted until May 5,2016. In addition on Thursday, April 28, 2016 to enable Stakeholders to provide verbal comments, the ITO hosted a conference call. As of the expiration of the30 day stakeholder review period, no additional stakeholder comments were received. Thus the Independent Assessment Report of the LG&E and KU 2016 TEP dated April 5, 2016 is considered by the ITO as the final version and the ITO approves LG&E and KU's 2016 TEP with contingent items as noted in the Independent Assessment Report of the LG&E and KU 2016 TEP dated April 5,2016
