Please take notice that Avista Corporation will hold its Attachment K Local Planning Process "Year Two" Local Transmission Plan Update Meeting ("Meeting #3") on December 14, 2012 in the Avista corporate headquarters building at 1411 East Mission Avenue, Spokane, Washington. The meeting will take place starting at 9:30 am until all required material has been covered. All customers and interested persons are invited to attend. The 2012 Local Planning Report Update has been posted on the Avista OASIS under System Planning/Studies -> Attachment K Materials folder and may be available by email (subject to confidentiality requirements).
This year's Attachment K meeting will be held in conjunction with Avista's Network Operating Committee meeting. The Network Operating Committee meeting will contain more information applicable to Avista's Network Intergration Transmission Service customers and Interconnection Customers, and is expected to begin around 10:30 am. Participation will be limited to current Network or Native Load transmission customers or Interconnection Customers.

Avista is filing: (i) revised Schedules 4 and 9 to change the Mid-C index used in the Hourly Pricing Proxy, (ii) revised Schedules 5 and 6 to clarify that operating reserves apply to generation exported from the Avista Control Area, and (iii) a new Schedule 3-A – Generator Regulation and Frequency Response Service.

On April 10, 2012 from 16:15 to 17:45, OATI's Private Cloud Migration will disable Avista Transmission's Webtrans software.
During this time Webtag, WIT, WebOASIS, and WebSAS will all be available. However, Webtrans is where TSR and Tag validations occur and we are asking that PSE's submit as many of their TSR's and Tags, if possible, prior to the start time of the outage as we will be in a manual validation mode.
We will monitor TSR's and Tags via WebOASIS and Webtag until the mirgration is complete. A notification will be sent before and after the migration via the WECC.net.

The Review of Study Results/Draft Transmission Plans Meeting is the meeting held at the end of Year 1 of the Avista Local Planning Process (as described in Attachment K to Avistas Open Access Transmission Tariff). This meeting has been established to discuss the results of the Local Planning Report and to provide stakeholders the opportunity to provide comment on the Draft Local Planning Report. A draft of the report will be posted prior to the meeting for participant review.
This year's 2nd meeting will not be held in conjunction with Avista's Network Operating Committee meeting. BPA Transmission Services (BPAT) and the Colstrip transmission owners (Avista Corporation, NorthWestern Energy, PacifiCorp, Portland General Electric Company, and Puget Sound Energy, Inc.) are establishing new reservation and scheduling points to facilitate the termination of the exchange provision in the Montana Intertie Agreement effective October 1, 2011. Tagging protocols are also changing for east to west transactions on the Montana Intertie.

Effective June 8, 2011, the ColumbiaGrid OASIS Portal implemented new and enhanced functionality that enables Transmission Customers (TCs) to submit TSRs for short term transmission service to multiple participating TSPs (currently BPAT, AVAT, or PSEI) via a single OASIS point of access. TCs who are eligible customers with the participating TSPs may select any posted POR/POD combination to determine the ATC and pricing on alternative routes (transmission paths) across one or more of the TSPs. Once a route is selected, the TC may use the Portal to simultaneously submit the TSR(s) to each affected TSP providing transmission service on the selected route.
The participating TSP(s) will continue to be responsible for processing TSRs as described in their individual business practice and OATT, and invoicing TCs at each TSPs tariff rate for TSRs submitted through the Portal. Participating TSPs will also remain responsible for registering TCs as eligible customers. The ColumbiaGrid OASIS Portal is provided as a free service.

Avista is currently in the process of updating registries in the Western Interchange Tool (WIT), and paths and postings in its OATI WebTrans and WebOASIS systems to meet compliance with FERC Orders 676 and 729.
Order 676 incorporates NAESB Business Practices V2.1, which requires Transmission Providers to list folders and documents on OASIS in a certain order and manner. Avista will be updating its document folders and document postings on the left side of its OASIS page from February 9, 2011 through April 1, 2011. During that time, additional folders and files may be posted.
Order 729 adopts the MOD Standards, and requires that Transmission Providers be compliant by April 1, 2011. In order to become compliant with the applicable MOD Standards, Avista has begun the process of reorganizing and restricting its paths, most notably its interchanges with the Bonneville Power Administration. Accordingly, the current interchange points with BPA at Hatwai, BellWestside, Benton and AddyKettle will be combined into one single point, AVA.BPAT. To accomplish this change, you will see adjustments to the WIT registry between now and March 1, 2011. During the month of March, all four existing BPA points will remain enabled, and the new AVA.BPAT point will also be available. Customers will be able to purchase monthly transmission only on the AVA.BPAT point starting March 1, 2011 for service taken April 1, 2011 and beyond.

Avista is currently planning to revise its Tariff to incorporate ancillary service schedules that recognize the costs of regulation and other ancillary services associated with the addition of new generation resources within Avista’s balancing authority area, including variable or intermittent generation. Transmission service with Avista will be pursuant to the terms and conditions of Avista’s FERC-accepted Tariff, or a special contract filed with and accepted by FERC, as such terms exist at the time such service is provided and shall be subject to any future FERC-accepted amendments or modifications to such terms.

Avista’s new rates resulted in a 73% higher rate for Network Integration Transmission Service (NITS) and a 43% higher rate for Point-to-Point Transmission (PTP) Service.

On October 29, 2009, Avista filed a request with the Federal Energy Regulatory Commission to increase Avista's transmission rates under its Open Access Transmission Tariff. Avista requests an increase in its point-to-point transmission service rate from $1.40/kW-month to $2.00/kW-month and an increase in its annual transmission revenue requirement from $28.6 million per year to $49.4 million per year. NorthWestern Energy, Avista Corporation, PacifiCorp, Portland General Electric Company, Puget Sound Energy and the Bonneville Power Administration commissioned an exploratory study (Colstrip 500 kV Upgrade Exploratory Study) to evaluate the potential for upgrading the Colstrip Transmission System and other Pacific Northwest Transmission Facilities to determine the increased transmission capacity from Colstrip to the Mid-C without constructing new transmission lines. If you are scheduling with BPAT at MIDCRemote, no additional scheduling charges will apply with the purchase of transmission on Avista's System's BPATPUD paths (such as AVAT.NWMT > BPATPUD or BPATPUD > AVAT.NWMT). Effective June 1, 2009, Avista, Bonneville, Idaho Power, NorthWestern and PacifiCorp have agreed to implement new capacity management procedures associated with the use of the Hot Springs POR/POD, the Amps Line, and the Montana-to-Northwest Path. Materials regarding these capacity management procedures have been posted and may be found in the Customer News folder – Hot Springs Scheduling Changes – June 2009 folder. Within this folder you will find “Scheduling News/Tagging Examples,” the Amps “Capacity Management Agreement,” and the “Hot Springs – FAQ” document. Avista’s historical HSTP POR/POD and BURKE POR/POD have been combined into a single POR/POD named AVAT.NWMT. A new diagram identifying Avista’s Posted Paths may be found under the Provider Information folder titled “AVA OASIS Stick Diagram – June 2009.” The effective date for schedules using the new POR/POD of AVAT.NWMT is June 2. Pre-schedule will be handled as follows: On Monday, June 1, pre-scheduling will take place for June 2. The new POR/POD’s (AVAT.NWMT, BPAT.NWMT) will be used. Pre-schedule for June 1 will be this Friday, May 29, and will use the existing POR/POD’s. Real Time will be handled as follows: Effective hour beginning 00:00, hour ending 01:00 PDT on June 2, real time TSR’s and Tags will use the new Paths and POR/POD’s. Intra-Hour Scheduling Proposed Business Practice Avista has posted in the Business Practices/Proposed Business Practices folder a document titled Draft BP for Intra-Hour Scheduling (5-1-09) for 30 day comment. This Business Practice covers the Intra-Hour purchase of transmission service, and the associated process for scheduling that transmission. The Business Practice is being developed in coordination w/ the Joint Initiative, and through Avista's membership in ColumbiaGrid. INTERIM Tagging Protocol for Transactions through Hot Springs between NWMT and BPAT Please Note: There is not an “Interim” tagging protocol when AVAT is a transmission provider for schedules using Hot Springs as a POR/POD. A change to these tag templates will not be necessary. Effective April 1, 2009 and continuing through May 31, 2009, Avista, Bonneville, Idaho Power, NorthWestern and PacifiCorp are implementing an INTERIM tagging protocol for transactions scheduled through the Hot Springs POR/POD. Please see The “Customer News” folder to the left, and reference the “Hot Springs Interim Tagging Protocol” item for tagging examples for this interim tagging approach. This tagging protocol is being employed on a temporary basis to facilitate compliance with applicable reliability standards prior to implementation of a more comprehensive series of capacity management procedures. Therefore, tag authors need to adjust their templates using the structure identified in the above referenced tagging examples. Such tags will need to be submitted on a Preschedule basis on March 31, 2009 for flow on April 1, 2009. Effective June 1, 2009, Avista, Bonneville, Idaho Power, NorthWestern and PacifiCorp have agreed to implement new capacity management procedures associated with the use of the Hot Springs POR/POD, the Amps Line, and the Montana-to-Northwest Path. Materials regarding these capacity management procedures and associated tagging protocols, including tagging examples, are being developed and will be provided for review prior to implementation.

Effective March 16, 2009, Avista has posted a clarification regarding tagging practices associated with the BPATPUD POR/POD. Additional information is posted as “BPATPUD Reservations and Scheduling” under the Customer News folder to the left of this page. Avista is able to accept tags via the BPATPUD POR/POD to and from CHPD, GCPD, and BPAT-MIDCRemote. In addition to this change, a simultaneous window will be established beginning March 16, 2009 and ending March 28, 2009 at 00:00, during which all requests for long-term transmission service to and from BPATPUD will be deemed to be submitted simultaneously.
