    Posted 9/24/14:   OASIS This Hour and Next Hour ATC data (Updated)
    Transmission Services (TS) will not be posting current AFC and ATC in its OASIS Sys Data for the "this hour and next hour" horizon starting at 4:00 am PPT on September 24, 2014. The AFC and ATC postings for these hours can be found in the relevant AFC and ATC initialization reports posted on OASIS. Transmission Services expects to have this issue resolved no later than October 15, 2014. Transmission Services will update this message once it is resolved. This issue does not affect horizons beyond this hour and next.

    To access the initialization reports:

    Click the "AFC/Flowgate Reports" button from the OATI Reservation Summary screen.
    Click either "AFC Initialization Impacts" or "ATC Initialization Impacts" button.
    Change filters to:

    Provider: BPAT
    Init Date: Today
    Horizon: Minute Real Time
    Path: Select flowgate or path name from dropdown menu depending on the query.
    Select the Summary hyperlink under the Report column with the most-recent time in the Init. Date field
    • F-Hourly PTP and F-Hourly NT available capacity is located in the Committed SATC/SAFC column,
    • NF-Hourly NT available capacity is located in the Committed RAFC6/RATC6 column
    • NF-Hourly PTP available capacity is located in the Committed RAFC2/RATC 2 column
    • NF-Secondary Hourly PTP available capacity is located in the Committed RAFC1/RATC1 column .
    The reports are a snapshot of the AFC/ATC at the time the initialization report are generated (Init. Date). AFC/ATC may change since the report was generated.

The AFC and ATC postings for these hours can be found in the relevant AFC and ATC initialization reports posted on OASIS. Correct postings are scheduled to resume no later than October 15, 2014. Transmission Services will update this message once it is resolved. This does not affect the other AFC and ATC horizons.

    Posted 9/23/14:   WebTrans Upgrade to 5.2.2
    BPAT will be upgrading its webTrans system to version 5.2.2 on September 24, 2014, at 4:00 am PPT. The upgrade is expected to take approximately 90 minutes. During this time customers should expect the following temporary conditions:

    • CDE will not be available. Ancillary Service data should be entered prior to this upgrade to the extent possible;
    • There may be some delay in the validation of reservations and tags; and
    • Sys Data, Effective ATC, and outage information will not be updated in OASIS.

    BPAT will post an update to this message when the upgrade is completed. For CDE users who are logged in during this time, it is recommended that you log out and log back in after you receive that message. Please clear your browser's cache after the upgrade.

    Posted 9/9/14:   DEV CDE Environment
    BPAT will be upgrading the CDE test environment starting 09/10/14 and ending 09/24/14 in order to meet its 15-minute scheduling go-live commitment. Customers will have intermittent access to DEV during this time. All reservation and tag data created prior to and during this upgrade will not be available for use until 09/24/14 when DEV is restored. Customers are advised that not all tables may be functioning properly and may change frequently during the upgrade. Production data will not be impacted. The CDE User Guide is being updated to address changes and should be posted by 09/18/14. Please send questions or access requests to Txcbs@bpa.gov.     BPAT will be upgrading the CDE test environment starting 09/10/14 and ending 09/24/14. Customers may not have access on 9/10/2014. All reservations and tag data created prior to 9/10/14 will not be available for future use. New reservations and tags will need to be submitted. Production data will not be impacted.     OATI has scheduled a Production update to the webOASIS system on September 10, 2014 from 8:10 to 9:00 Pacific Daylight time.
    Release notes are available on the demo system under the Help Menu Item or at the following location:

    There will not be an outage and users of the webOASIS system should not notice a disruption in service.

    Posted 5/2/14:   Effective Immediately - OASIS Reservation Points Suspended
    Until further notice, BPA Transmission Services (BPAT) is suspending use of the following OASIS reservation points in the long-term market as a "source" for new long-term original transmission service requests on BPA's system:

    • RKYRCH230
    • RKYRCH230MIDCR
    • VALHALA115
    • VALHALA115DOPD
    • VALHALA115MIDC

    During this time, BPAT will invalidate original long-term requests submitted using these points as a source. BPAT will continue processing redirect, reassignment and rollover requests identifying one of these points as a source when the parent reservation uses the point as a source.

    BPA does not currently have the ability to provide additional long-term service from these points and needs to further consider the policies and agreements regarding service at these points before it can accept additional original long-term requests. BPAT is evaluating potential solutions. Once BPAT implements a solution, it will issue another notice that customers can again submit long-term requests using these points as a source.

    Other Mid-Columbia area points, including the points associated with the Columbia, Sickler, Vantage, and Midway substations, remain available for use as a source. If you have any questions, please contact the Reservation Desk at (360) 418-8499.

    Posted 4/30/14:   BPA Announces Completion of 2013 Cluster Study
    BPA Transmission Services has completed the 2013 Network Open Season Cluster Study.

    A meeting has been scheduled on May 20, 2014, to share the results with customers and stakeholders. Details for the meeting will be posted soon to the BPA calendar.

    BPA Transmission Services will issue the Cluster Study Report to Customers with requests in the study in advance of this meeting.

    Posted 4/2/14:   Transmission Reassignment Reporting Requirement
    This notice serves as a reminder to transmission customers of the obligation to accurately report information associated with transmission capacity reassignments, including but not limited to pricing information, on BPA's Open Access Same-Time Information System (OASIS). Customers reassigning transmission scheduling rights (Resellers) are required to report all reassignments on BPA's OASIS as per section 23.3 of BPA's tariff and section A.2 of BPA's Resale of Transmission Service Business Practice, v.10. Failure to report this information accurately can potentially lead to criminal sanctions under 18 U.S.C. § 1001, which makes it a crime for any person knowingly and willingly to make to any Agency or Department of the United States any false, fictitious or fraudulent statements.

    Pursuant to section 220 of the Federal Power Act, 16 U.S.C. § 824t, and Federal Energy Regulatory Commission (Commission) Order No. 768, BPA will begin filing capacity reassignment information in Electric Quarterly Reports (EQR) with the Commission in April of 2014. BPA will not be responsible for the accuracy of the information. If the Commission has questions regarding the accuracy of the information reported by the Reseller on BPA's OASIS, BPA will refer the Commission to the Reseller.
