    Posted 2/23/2015:   Reserving & Scheduling Transmission over the Time Change
    Effective March 8, 2015 at 0200 Pacific Prevailing Time, BPA Transmission Services will set all clocks to Pacific Daylight Saving Time (Advanced Standard Time).     BPAT's e-Tag and OASIS software vendor will be performing a business continuity drill on 2/17/2015 from 17:00 to 18:00 (PPT). It is expected that there will be a few minutes of interruption to all OATI services during that time frame. We apologize for any inconvenience this may cause.

    This is a follow-up to the 1/7/15 BPAT Commercial Business Process Improvement (CBPI) conference call. BPAT gave some very general updates on upcoming changes required by FERC Order 676-H. Following that call, BPAT had a planning meeting with the BPAT vendor (OATI) and was able to fill in some details for this project.

    There are four items required by 676-H that involve changes to OASIS. Three of the four items will be delivered in an OASIS release scheduled for 1/28/15. These changes are:

    1. SAMTS (Service Across Multiple Transmission Systems)
    2. Reform of Rollover Rights for Redirects
    3. Changes required by the Entergy ruling

    These changes will be initially disabled. Customers should see no changes to how Transmission Service Requests are currently submitted or processed after the release. BPAT will pursue activation of SAMTS and Rollover Reform as separate implementation efforts. BPAT is considering the appropriate approach to take with the Entergy ruling. Further details of the plans for implementing these changes will be communicated in the February CBPI conference call and with an update to this posting.

    The fourth item involves compliance with new standards for Network Integration Transmission Service (NITS). Those OASIS changes are scheduled for April 2016.

    This is a follow-up to the 1/7/15 BPAT Commercial Business Process Improvement (CBPI) conference call. BPAT gave some very general updates on upcoming changes required for the new eTag spec 1.8.2. Following the call, BPAT had a meeting with the BPAT vendor (OATI) and are able to fill in some details for this project.

    As previously communicated, the migration to eTag spec 1.8.2 is scheduled for midnight CST on 3/31/15. Tag submitted before this date will be evaluated and processed as they are now. Tags submitted after this cutover will be using the new eTag 1.8.2 standards.

    The changes to comply with the eTag 1.8.2 spec involve enhancements to the OATI webTag tagging system and to the OATI webTrans system used by BPAT. The webTag enhancements are already released in both Demo and Production webTag systems. These changes are disabled in Production, but are available in the Demo webTag environment for customers to experiment with. The corresponding webTrans changes are expected to be applied to the BPAT demo systems the week of 1/19/15 for the start of BPAT’s functional testing of eTag 1.8.2. There is no set date when the webTrans changes will be moved to Production except to say that it will be well in advance of the 3/31/15 deadline. Further details on the transition to eTag 1.8.2 will be shared in the February and March CBPI calls and an update to this posting.

    Transmission Services (TS) has resolved the posting of current AFC and ATC in its OASIS Sys Data for the "this hour and next hour" horizon.

    Transmission Services (TS) will not be posting current AFC and ATC in its OASIS Sys Data for the "this hour and next hour" horizon starting at 4:00 am PPT on September 24, 2014. The AFC and ATC postings for these hours can be found in the relevant AFC and ATC initialization reports posted on OASIS. Transmission Services expects to have this issue resolved no later than October 15, 2014. Transmission Services will update this message once it is resolved. This issue does not affect horizons beyond this hour and next.

    To access the initialization reports:

    Click the "AFC/Flowgate Reports" button from the OATI Reservation Summary screen.
    Click either "AFC Initialization Impacts" or "ATC Initialization Impacts" button.
    Change filters to:
    Provider: BPAT
    Init Date: Today
    Horizon: Minute Real Time
    Path: Select flowgate or path name from dropdown menu depending on the query.
    Select the Summary hyperlink under the Report column with the most-recent time in the Init. Date field
    • F-Hourly PTP and F-Hourly NT available capacity is located in the Committed SATC/SAFC column,
    • NF-Hourly NT available capacity is located in the Committed RAFC6/RATC6 column
    • NF-Hourly PTP available capacity is located in the Committed RAFC2/RATC 2 column
    • NF-Secondary Hourly PTP available capacity is located in the Committed RAFC1/RATC1 column .
    The reports are a snapshot of the AFC/ATC at the time the initialization report are generated (Init. Date). AFC/ATC may change since the report was generated.

    Posted 10/16/14:   15-Minute Scheduling Begins October 21st
    BPA Transmission Services will begin accepting 15-minute schedules at 11:00 on October 21, 2014. The first interval open for scheduling changes will be Hour Ending 12, Interval C (11:30-11:45) as result of e-tag timing requirements. For more information on scheduling requirements, please refer to BPA's Scheduling Transmission Service Business Practice, Version 16. BPA's OASIS test environment remains available for customers who want to test 15-minute tags in our development system. Please submit questions and concerns to txcbs@bpa.gov.

    Posted 5/2/14:   Effective Immediately - OASIS Reservation Points Suspended
    Until further notice, BPA Transmission Services (BPAT) is suspending use of the following OASIS reservation points in the long-term market as a "source" for new long-term original transmission service requests on BPA's system:

    • RKYRCH230
    • RKYRCH230MIDCR
    • VALHALA115
    • VALHALA115DOPD
    • VALHALA115MIDC

    During this time, BPAT will invalidate original long-term requests submitted using these points as a source. BPAT will continue processing redirect, reassignment and rollover requests identifying one of these points as a source when the parent reservation uses the point as a source.

    BPA does not currently have the ability to provide additional long-term service from these points and needs to further consider the policies and agreements regarding service at these points before it can accept additional original long- term requests. BPAT is evaluating potential solutions. Once BPAT implements a solution, it will issue another notice that customers can again submit long-term requests using these points as a source.

    Other Mid-Columbia area points, including the points associated with the Columbia, Sickler, Vantage, and Midway substations, remain available for use as a source. If you have any questions, please contact the Reservation Desk at (360) 418-8499.

    Posted 4/2/14:   Transmission Reassignment Reporting Requirement
    This notice serves as a reminder to transmission customers of the obligation to accurately report information associated with transmission capacity reassignments, including but not limited to pricing information, on BPA's Open Access Same-Time Information System (OASIS). Customers reassigning transmission scheduling rights (Resellers) are required to report all reassignments on BPA's OASIS as per section 23.3 of BPA's tariff and section A.2 of BPA's Resale of Transmission Service Business Practice, v.10. Failure to report this information accurately can potentially lead to criminal sanctions under 18 U.S.C. § 1001, which makes it a crime for any person knowingly and willingly to make to any Agency or Department of the United States any false, fictitious or fraudulent statements.

    Pursuant to section 220 of the Federal Power Act, 16 U.S.C. § 824t, and Federal Energy Regulatory Commission (Commission) Order No. 768, BPA will begin filing capacity reassignment information in Electric Quarterly Reports (EQR) with the Commission in April of 2014. BPA will not be responsible for the accuracy of the information. If the Commission has questions regarding the accuracy of the information reported by the Reseller on BPA's OASIS, BPA will refer the Commission to the Reseller.

    Posted 2/13/14:   Update: Invalid Reservation Points for Transmission Service Requests on BPA Network
    BPAT deactivated the USCNDNBDRE230, NELWAY230, and WANETA230 points in OASIS on 02/12/2014. BPAT may reactivate these points, as needed, to modify how it models and reserves capacity for the Canadian Entitlement Return obligation required under the Columbia River Treaty. Customers may continue to use USCNDNBDRW500 and USCNDNBDRCNTGS for requesting transmission service on the west side of the Northern Intertie.     BPA Transmission Services (BPAT) would like to remind its customers that on August 10, 2010, BPAT posted a notice on its OASIS that the following points are not valid reservation points for transmission service on its OASIS:

    • USCNDNBDRE230
    • NELWAY230
    • WANETA230

    BPAT reminds customers that any new requests for service using these points will be deemed INVALID by BPAT. Customers may continue to use USCNDNBDRW500 and USCNDNBDRCNTGS for requesting transmission service on the west side of the Northern Intertie.
