    Effective October 1, 2017 BPA will offer a discounted rate for hourly non-firm Point-to-Point Service south to north on the Southern Intertie. The discounted rate is $4.23 mills/kWh. This discount applies to hourly non-firm Point-to-Point reservations with the following POR – POD combinations:

    Posted 9/28/2017: NAESB Electronic Tagging (e-tag) Specification 1.8.3 Industry Launch
    The industry launch of the North American Energy Standards Board (NAESB) e-Tag version 1.8.3 is scheduled to occur on Tuesday, October 10, 2017 at 0000 CST (1:00 AM CDT). E-Tags created prior to the industry launch will be 1.8.2 e-Tags and will work as they do today. E-Tags created at and after the industry launch will be 1.8.3 e-Tags and will behave as per the 1.8.3 changes. With a successful transition to e-Tag 1.8.3, all remaining 1.8.2 e-Tags should be terminated, and a new 1.8.3 version of the e-Tag created by the Tag Author no later than the 1.8.2 Retirement Date that will occur Tuesday, November 7, 2017 at 00:00 CST.

    Posted 9/15/2017: Transmission Service Requests - Multiple Redirects Issue
    Multiple Redirect Transmission Service Requests (TSRs) submitted with the same related A-REF (parent) and at approximately the same queue time may result in all requests being confirmed. This could lead to exceeding the capacity available on the parent TSR and potentially incurring an Unauthorized Increase Charge.

    Customers should immediately review the confirmed Redirects to ensure they have not exceeded the available capacity on the parent. Customers should submit a request to the Reservation desk to annul any Redirects that exceeded the capacity available prior to any actions (such as Redirects, Resales, or E-Tags) encumbering the Redirect. Annulment requests may be submitted to TBLResdesk@bpa.gov.

    Customers are responsible for managing their capacity. Customers may utilize the webTrans CDE Portfolio Manager displays (Contract Portfolio Manager and Reservation Portfolio Manager) to monitor their reservation and scheduling activity. To obtain access to CDE or to request training on its use, please send an email to txcbs@bpa.gov.

    Posted 8/1/2017: Reliability Limit on Network TSR’s
    UPDATE 8/2/2017: Due to our ongoing Reliability Limit issue which has adversely affected resale TSRs, BPA made a temporary configuration change to bypass Reliability Limit restrictions for resale TSRs. If any issues occur, please call 360 418 2062 during the hours of 07:00 to 17:00PD.
    Due to an ongoing error, customers may see a Reliability Limit on Network TSR’s between 8/1/2017 and 8/17/2017 with the Event ID of ‘BPAT67123’. Resales above the limit imposed by this event may be impacted. Redirects are not impacted. Customers will be able to schedule the full MW amount of the TSR. BPAT and OATI are working to remove the limits as quickly as possible. Any UIC charges related to this Reliability Limit (BPAT67123) will be waived.

    Posted 7/28/2017: South of Allston Redispatch Pilot and Stop Hourly Sales (TLR Avoidance)
    For all notices related to the South of Allston (SOA) Redispatch Pilot and any other stop hourly sales events (TLR avoidance), please refer to the Notices section of OASIS, then select Messages and choose the category of Curtailment. Please search by the event date. For example, we are having a SOA event July 31.

    As event or hours change, the Notices section will be updated to reflect the change.

    Posted 6/19/2017: Tag Validation For Ramp Duration
    On July 12, 2017, BPAT will turn on a tag validation functionality, Ramp Duration validation, to enforce the ramp duration on all e-tag requests. BPAT expects the following for the Start Ramp Duration and Stop Ramp Duration on e-Tags.

    1. Customers will use Start Ramp duration of 20 minutes for tag requests with start time at the top of the hours and Stop Ramp duration of 20 minutes for tag requests with stop time at the end of the hour. A null value (blank) for Start Ramp duration and Stop Ramp duration is acceptable.
    2. Customers will use Start Ramp duration of 10 minutes for tag requests with start time not at the top of the hour and Stop Ramp duration of 10 minutes for tag requests with stop time not at the end of the hour. A null value (blank) for Start Ramp duration and Stop Ramp duration is acceptable.
    3. It is acceptable for Capacity e-Tag market level profile adjustment request and Recallable e-Tag market level profile adjustment request to have Start Ramp duration of zero (0) minutes.
    4. It is acceptable that customer use Null value (blank) as a default value for scenarios a, b, and c above.
    5. If an E-tag fails to follow one or more of the ramp duration requirements above, the tag will be denied with “Invalid Ramp Duration” as the denial reason.

    BPA Transmission is announcing the completion of the 2016 Cluster Study. Results of the cluster study are expected to be reviewed with customers on June 14, 2017 at the Rates Hearing Room as part of an all-day meeting to review numerous transmission updates.     Posted 1/30/2017: Notice of Extension of 2016 Cluster Study
    Bonneville Power Administration is providing notice that it is extending the date for completion of the 2016 Cluster Study until May 31, 2017.

    The Administrator has not yet made a decision about the I-5 Corridor Reinforcement Project, a proposed 500-kV transmission line between the areas near Castle Rock, Washington and Troutdale, Oregon. Due to the overlapping commercial impacts affected by this project, BPA is extending the cluster study results to May 31. More information on the I-5 project can be found at www.bpa.gov/goto/I-5.

    Posted 7/24/2015: NITS Version 2.0 (WEQ 002-5.10.3)
    The new NITS Version 2.0 WEQ Standard will be fully implemented on the BPAT OASIS no later than April 24, 2016. In order to meet this implementation deadline, BPAT will be taking the following steps to fully implement the new standards:

    1. By October 24, 2015, BPAT will provide each existing NT customer specific information that BPAT intends to post on OASIS in the Version 2.0 NITS templates.
    2. BPAT NT customers will have 3 months to review the data and coordinate with BPAT to resolve any issues. Customer review and issue resolution must be completed by January 24, 2016.
    3. All NITS data will be posted to the Version 2.0 NITS templates by March 24, 2016.
    4. BPAT will enable all Version 2.0 NITS templates and functionality by April 24, 2016.
    5. Training will be provided in the spring of 2016. BPAT will provide instructions and/or procedures for navigating NITS 2.0 on OASIS at the time of training.

    Posted 5/2/14: Effective Immediately - OASIS Reservation Points Suspended
    Until further notice, BPA Transmission Services (BPAT) is suspending use of the following OASIS reservation points in the long-term market as a "source" for new long-term original transmission service requests on BPA's system:

    • RKYRCH230
    • RKYRCH230MIDCR
    • VALHALA115
    • VALHALA115DOPD
    • VALHALA115MIDC

    During this time, BPAT will invalidate original long-term requests submitted using these points as a source. BPAT will continue processing redirect, reassignment and rollover requests identifying one of these points as a source when the parent reservation uses the point as a source.

    BPA does not currently have the ability to provide additional long-term service from these points and needs to further consider the policies and agreements regarding service at these points before it can accept additional original long-term requests. BPAT is evaluating potential solutions. Once BPAT implements a solution, it will issue another notice that customers can again submit long-term requests using these points as a source.

    Other Mid-Columbia area points, including the points associated with the Columbia, Sickler, Vantage, and Midway substations, remain available for use as a source. If you have any questions, please contact the Reservation Desk at (360) 418-8499.

    Posted 4/2/14: Transmission Reassignment Reporting Requirement
    This notice serves as a reminder to transmission customers of the obligation to accurately report information associated with transmission capacity reassignments, including but not limited to pricing information, on BPA's Open Access Same-Time Information System (OASIS). Customers reassigning transmission scheduling rights (Resellers) are required to report all reassignments on BPA's OASIS as per section 23.3 of BPA's tariff and section A.2 of BPA's Resale of Transmission Service Business Practice, v.10. Failure to report this information accurately can potentially lead to criminal sanctions under 18 U.S.C. § 1001, which makes it a crime for any person knowingly and willingly to make to any Agency or Department of the United States any false, fictitious or fraudulent statements.

    Pursuant to section 220 of the Federal Power Act, 16 U.S.C. § 824t, and Federal Energy Regulatory Commission (Commission) Order No. 768, BPA will begin filing capacity reassignment information in Electric Quarterly Reports (EQR) with the Commission in April of 2014. BPA will not be responsible for the accuracy of the information. If the Commission has questions regarding the accuracy of the information reported by the Reseller on BPA's OASIS, BPA will refer the Commission to the Reseller.

    Posted 2/13/14: Update: Invalid Reservation Points for Transmission Service Requests on BPA Network
    BPAT deactivated the USCNDNBDRE230, NELWAY230, and WANETA230 points in OASIS on 02/12/2014. BPAT may reactivate these points, as needed, to modify how it models and reserves capacity for the Canadian Entitlement Return obligation required under the Columbia River Treaty. Customers may continue to use USCNDNBDRW500 and USCNDNBDRCNTGS for requesting transmission service on the west side of the Northern Intertie.     BPA Transmission Services (BPAT) would like to remind its customers that on August 10, 2010, BPAT posted a notice on its OASIS that the following points are not valid reservation points for transmission service on its OASIS:

    • NELWAY230
    • WANETA230

    BPAT reminds customers that any new requests for service using these points will be deemed INVALID by BPAT. Customers may continue to use USCNDNBDRW500 and USCNDNBDRCNTGS for requesting transmission service on the west side of the Northern Intertie.
