    205 Filing - NTTG Funding Agreement for 2018 - 2019

    Pursuant to Section 205 of the Federal Power Act, 16 U.S.C. Section 824d, and Section 35.13(a)(2)(iii) of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (the “Commission”), 18 C.F.R. § 35.13(a)(2)(iii), Idaho Power Company (“Idaho Power”), Deseret Generation & Transmission Co-operative, Inc. d/b/a Deseret Power (“Deseret”), NorthWestern Corporation (“NorthWestern”), PacifiCorp (“PacifiCorp”),  Portland General Electric (“Portland General”) and MATL LLP (“MATL”) (individually, a “Party” or, collectively, the “Parties”) each submit changes to its rate schedules regarding the Northern Tier Transmission Group Funding Agreement (the “Funding Agreement”). 

     

    Portland General is serving as the “designated filer,” under the Joint Tariff Filing procedures outlined in Order No. 714, [1]on behalf of the parties.  Each of the other Parties (Idaho Power, Deseret, NorthWestern, PacifiCorp and MATL), in accordance with Order No. 714, have a certificate of concurrence and a tariff record on file with the Commission, which already covers the Funding Agreement, as it may be revised from time to time.

    205 Filing - PGE Revises Attachement K in Coordination with other NTTG Members

    Pursuant to Section 205 of the Federal Power Act and Section 35.13(a)(2)(iii) of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (the “Commission”), Idaho Power Company (“Idaho Power”), Deseret Generation & Transmission Co-operative, Inc. d/b/a Deseret Power (“Deseret”), NorthWestern Corporation (“Northwestern”), PacifiCorp (“PacifiCorp”), Portland General Electric (“Portland General”) and MATL LLP (“MATL”) (individually, an “Applicant” or, collectively, the “Applicants”) each submitted their filings to revise Attachment K of each of the Applicants’ Open Access Transmission Tariff (“OATT(s)” or “Tariff(s)”).  While the Applicants are submitting a common filing letter, each Applicant has separately submitted the revised Attachment K to their respective OATT through eTariff. The change will be effective on December 12, 2017.

    PGE Enters the Western Energy Imbalance Market (EIM) this Sunday October 1st.

    PGE will be entering the Western EIM at midnight on October 1, 2017 , and at thattime the PGE EIM Entity will begin operating under theOATT filed with FERC on March 1, 2017, to be fully effective on October 1, 2017( please seethe Tariff folder on the left tool bar).  PGE will be following the CAISO Payment Calendar schedule for processing and invoicing EIM charges and allocating to transmission customers.  A modified customer payment calendar has been posted in the EIM folder.  PGE will receive its first EIM invoice from CAISO on Wednesday October 4 th, and PGE will subsequentlyprocess and allocate.  Thereafter ,PGE will receive EIM invoices and allocate to customers on a weekly basis.  PGE will post all daily settlement statements to each customer’s respective SFTP in conjunction with the weekly invoice.  An EIM Business Practice is posted in the Business Practices folder.  Customer inquiries and disputes should be directed to the PGETSettlements@pgn.comemail box.

    EIM Parallel Operations Commencing August 1, 2017

    PGE will begin EIM Parallel Operations Testing beginning August 1, 2017 lasting through mid September. During this testing we will be receiving periodic settlement statements and invoices from CAISO. The PGE EIM Entity will be allocating the CAISO invoice to its transmission customers and providing sample settlement statements and invoices through the new SFTP. We will be using the production base schedules during the Parallel test. The following dates are projected for posting sample EIM statements and invoices for the transmission customers:

    8/23/2017 for operating days 8/9 - 8/10

    9/7/2017 for operating days 8/16 - 8/17

    9/13/2017 for operating days 8/23 - 8/24

    EIM Settlements Testing for Transmission Customers

    PGE continues its readiness preparations for the October 1, 2017 Go Live entry into the Western EIM.  The transmission settlements team is testing its new processes and systems.  In the next few weeks we plan to prepare some sample EIM settlement files for each transmission customer expected to be  impacted by EIM.  We have built a new SFPT site to manage file transfers, and we will be providing access details soon.  On August 1 we begin EIM parallel testing with the CAISO market operator.  During parallel testing we will produce settlement statements and invoices to be transferred to the SFTP site for customer validation.  Please contact the PGE transmission settlements team with any questions at PGETSettlements@pgn.com

    Transmission Customer Meeting to be Rescheduled

    PGE Transmission offers our apologies for any inconvenience caused due to technical difficulties experienced during the April 5th, 2017 customer meeting. PGE Transmission was attempting to offer a more customer-friendly option for the meeting by offering the WebEx virtual meeting. Unfortunately, due to some miscommunication, the WebEx meeting failed. PGE Transmission will be rescheduling the meeting for a date in the next week or two. PGE Transmission will post the updated meeting date and time to OASIS as soon as it can be scheduled. The meeting will offer both in-person and WebEx attendance. The URL for the WebEx meeting will be posted when we are able to reschedule the meeting.

    205 Filing - Portland General Electric Files Revised OATT for EIM Entrance

     

    Pursuant to Section 205 of the Federal Power Act (“FPA”) and Part 35 of the Federal Energy Regulatory Commission’s (“Commission” or “FERC”) regulations, Portland General Electric Company (“PGE”) submitted for filing revisions to its Open Access Transmission Tariff (“OATT”).  The attached revisions are designed to facilitate PGE’s participation in the Energy Imbalance Market (“EIM”) administered by the California Independent System Operator (“CAISO”), with parallel operations targeted for August 1, 2017, and full participation scheduled to commence on October 1, 2017.  The OATT revisions are the culmination of a stakeholder process lasting several months during which PGE gave OATT customers and other stakeholders the opportunity to review and comment on the proposed revisions. 

    The OATT revisions proposed by PGE are modeled on, and in all cases consistent with, the most recent Commission-accepted tariff changes adopted by one or more of the current EIM participants.  The EIM-related provisions of PGE’s OATT are further designed to work in concert with parallel provisions of the CAISO OATT, which define CAISO’s role and responsibility as the EIM MO. As a new EIM participant, PGE’s proposed tariff revisions are also consistent with the measurable readiness criteria approved by the Commission on November 19, 2015, for new BAAs participating in the EIM, including the requirement to complete a sufficient amount of parallel operations prior to certification of readiness.  PGE is on track to complete all readiness requirements prior to its scheduled October 1, 2017, go-live date, and has already made considerable progress in that regard so that customers may begin realizing the significant benefits of EIM participation on October 1, 2017.

    FERC 206 Filing - Generator Interconnection Agreement Revisions

    On October 13th, pursuant to Section 206 of the Federal Power Act, Part 35 of the Federal Energy Regulatory Commission’s (“Commission”) Regulations, Commission Order Nos. 827, and 828, and in keeping with the timeline established in the notice addressing extension of the filing dates for compliance with Order Nos. 827 and 828 to October 14, 2016, Portland General Electric Company (“PGE”) submitted for filing with the Commission its compliance filing amending Attachment M —Small Generator Interconnection Agreement (SGIA), and Attachment O —Large Generator Interconnection Agreement (LGIA), to its Open Access Transmission Tariff (“OATT”). The revisions eliminated the exemptions for wind generators from the requirement to provide reactive power in the pro forma LGIA and SGIA so that all newly interconnecting non-synchronous generators will be required to provide reactive power at the high-side of the generator substation as a condition of interconnection. The revisions also modified the pro forma SGIA to require newly interconnecting small generating facilities to ride through abnormal frequency and voltage events and not disconnect during such events. Shortly after submitting its compliance filing, PGE discovered that the version it should have submitted would, in pertinent part, remove Appendix G from PGE’s LGIA, rather than revise Appendix G of PGE’s LGIA. Having promptly identified its error, PGE submitted an errata filing to remove Appendix G. (posted 10/14/2016)

    ATC Calculator has been Upgraded

    The problem with the ATC Calculator not being able to process sub-hourly segments correctly has been fixed with an upgrade to the ATC and curtailment software that was implemented during HE 1000 today. Sub-Hourly transactions should now calculate correctly. Please contact the OASIS administrator if there are any more issues. (posted 3/30/2016)

    ATC Calculator Sub-Hourly Errors

    There has been a known problem with the ATC Calculator not being able to process sub-hourly segments correctly. PGE has had a CRITICAL issue logged with our software vendor to address this situation. A fix will be applied to a software upgrade that will occur on Tuesday, September 30th. (posted 8/24/2016)

    Curtailment Tools Updated

    Our software provider has applied a patch to our curtailment tool. Schedules on the COI should now be properly handled once again during curtailment or reallocation events. There was an error introduced when any customer utilized 15 minute scheduling segments. In some situations the tool was counting the segmented schedule across all segments of the hour. This has been corrected. Please let the OASIS administrator know if you experience any further issues with your curtailments or reallocations. (posted: 06/27/2016)


    Follow up from 2nd Quarter Customer Meeting on June 7, 2016

    A customer inquired about possible tariff revisions that were mentioned at PGE’s most recent quarterly customer meeting, and how those revisions might impact customers.PGE intends to conduct a public stakeholder process later this year to discuss and address any proposed OATT changes driven by PGE’s participation in the CAISO EIM. To the extent a customer or stakeholder has concerns with any of those proposed OATT changes, including any change to a rate or ancillary service charge, they will have ample opportunity to participate in the public stakeholder process, and also to participate in the FERC process once PGE submits its OATT changes for FERC approval. There will be an announcement on the public stakeholder process coming soon.

    205 Filing - Revision to Section 7 of PGE OATT

    This morning, pursuant to Section 205 of the Federal Power Act, Part 35 of the Federal Energy Regulatory Commission's regulations, and Order No. 714 regarding electronic filing of tariff submittals, Portland General Electric ("PGE") submitted for filing a proposed revision to Section 7 of its OATT (referenced below). Due to an etariff filing error, a new docket was assigned to the filing. The proposed revision was intended to amend PGE's filing in FERC Docket No. ER16-871-000. PGE has corrected the error and resubmitted the filing under the correct subdocket (Docket No. ER16-871-001).

    PGE will be withdrawing the filing under ER16-1079-000, but the filing under ER16-871-001 has not substantively changed from what PGE had previously circulated. A corrected transmittal letter with the accurate docket number is attached for your reference. A link to the filing is also included below:

    Regional Flow Forecast Tool

    As a result of the Northwest Power Pool Market Assessment and Coordination Initiative efforts and supporting company funding, a tool has been developed that provides a forecast of expected near-term flows on a set of WECC flowgates. The forecasts are computed projections of flows based upon current actual flows, generation forecasts, load forecasts and impedance base flow calculations using the system network model.

    Beginning on March 31, 2015, access to production forecasts was available for regional TSP & BA entities.

    Beginning on April 14, 2016, access to production forecasts will be available for all OATT customers of the supporting TSPs to paths included in the displays operated by the respective TSPs. This includes access for market function employees.

    205 Filing: PGE has submitted a proposed revision to Section 7 of its Open Access Transmission Tariff

    This morning, pursuant to Section 205 of the Federal Power Act, Part 35 of the Federal Energy Regulatory Commission's regulations, and Order No. 714 regarding electronic filing of tariff submittals, Portland General Electric Company (PGE) submitted for filing a proposed revision to Section 7 of its Open Access Transmission Tariff (OATT).

    The proposed revision (Section 7.4 Limitations on Claims) limits the time period in which parties may seek an adjustment in the billing for any service, transaction, or charge under PGE's OATT if more than one year has elapsed since the first date upon which the billing for that month occurred. PGE is adding Section 7.4 to establish certainty with respect to charges to transmission customers, by imposing a one-year period for settling billing adjustments. PGE believes that the one-year time limit is just and reasonable, and is consistent with prior Commission regulation and policy on the issue of billing claims limitations, as well as limits used in many standardized commercial transactions. It is also consistent with the claims limitations contained in PGE's retail tariff. PGE is in alignment with the Commission's recognized need to resolve billing disputes in a timely manner, and to ensure that limits on billing claims provide adequate time to identify and resolve all legitimate billing disputes.

    206 Filing - Incorporating by Reference all Version 003 NAESB Standards

    This morning Portland General Electric Company submitted a second compliance filing as directed by the Federal Energy Regulatory Commission in its Order on Compliance and Requests for Waivers which conditionally accepted PGE's Order No. 676-H compliance filing to incorporate by reference the Version 003 NAESB WEQ Business Practice Standards, effective May 15, 2015. The Order dismissed as unnecessary PGE's request for waiver of WEQ-008, WEQ-015, and WEQ-021 and directed PGE to submit a compliance filing within 60 days incorporating by reference all of the Version 003 NAESB standards without reference to waiver requests. Therefore, PGE has revised Section 4 of PGE's Open Access Transmission Tariff to include the pro forma tariff language established by the Commission in Order No. 676-H and removed references to its waiver requests.     Colstrip Portal user Guide Posted

    The Colstrip Portal User Guide has been posted to the Business Practices folder. The Colstrip Portal is an OATI module that lets transmission customers submit TSRs for Colstrip in one place and check the available transmission on the Colstrip Transmission System (CTS) by Transmission Provider. The Colstrip transmission owners were ordered by FERC to institute the portal as part of a compliance filing in July 2013 related to our filing of the Colstrip Transmission System Agreement.(posted: 03/05/2015)


    PGE has filed revision to PGE's Rate Schedule FERC No. 72 (GTA with BPA)

    This morning Portland General Electric filed certain revisions to PGE's Rate Schedule FERC No. 72, a General Transfer Agreement ("Agreement ") with the Bonneville Power Administration ("BPA ").

    The Agreement was originally executed by PGE and BPA on December 11, 1989, with an effective date of December 31, 1989. Pursuant to the terms of the Agreement, PGE is to deliver power and energy to Bonneville's customers served by PGE's transmission facilities within PGE's service territory, which power BPA makes available to PGE at points on its system boundary. The original Agreement, effective December 31, 1989, was filed on April 16, 1990, in Docket No. ER90-322-000, and was originally accepted for filing by a Letter Order issued on May 23, 1990, with a revised acceptance issued on July 26, 1990, in the same docket. The Agreement was last filed on June 3, 2013, with an effective date of July 1, 2013, and was accepted by a Letter Order issued on August 1, 2013, in Docket Nos. ER13-1627-000. The 2013 modifications included minor changes to certain Points of Receipt and Points of Delivery, and associated transfer charges, under the Agreement.

    Below is a summary of the revisions to the Agreement, Contract No. DE-MS79-89BP92384, between BPA and PGE:

    Exhibit D - Revision No. 13 - This revision reflects the correction of Transfer Charges for Westcott and Scappoose effective July 1, 2013, and the correction of Transfer Charge for Armstrong POD effective December 1, 2013.

    Exhibit D, Table 2 - Revision No. 3 - This revision reflects the correction of Transfer Charge for Armstrong POD effective December 1, 2013.

    These modifications are the result of a bilateral and mutual agreement between PGE and BPA to reflect certain billing corrections associated with changes to specific Transfer Charges that, pursuant to the terms of the Agreement, should have been made and reflected in late 2013 and beyond billings. This billing correction resulted in a one-time net payment from PGE to BPA. PGE has requested an effective date of February 3, 2015, to reflect the parties' commitment, set forth in the amendment to the Agreement, that the corrections be prospectively captured and formally take effect after filing with the Commission.     206 Filing - Order 1000 Third Compliance Order Response

    On December 8, 2014, the Federal Energy Regulatory Commission ("Commission ") issued its third compliance order in response to the Filing Parties' third Order No. 1000 regional compliance filings. In the Third Compliance Order, the Commission directed two changes to Attachment K of the Open Access Transmission Tariff ("OATT ") of each of the Filing Parties. The submittal letter dated 12-30-2014, the revised Attachment K to comply with the language revisions requested by the Commission and a redlined version of the submittal can be found in the 206 Filing 12-30-2014 folder located to the left.     206 Filing - NAESB Standards Compliance Tariff Filing to be effective 2/1/2015 under ER15-505

    Today, Pursuant to Section 206 of the Federal Power Act, Part 35 of the Federal Energy Regulatory Commission's ("Commission ") regulations, and in compliance with Order No. 676-H, Portland General Electric Company ("PGE ") submitted for filing proposed revisions to Section 4 of its Open Access Transmission Tariff ("OATT "). A copy of the filing is posted under FERC - 206 Filings to the left.

    On September 18, 2014, the Commission issued Order No. 676-H, which revised the Commission's regulations to incorporate by reference, with certain exceptions, Version 003 of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant ('WEQ") of the North American Energy Standards Board ( "NAESB") as mandatory, enforceable requirements.

    In Order No. 676-H, the Commission provided Transmission Providers with two compliance options. Transmission Providers were permitted to choose to either: (1) incorporate the complete set of NAESB standards into their OATTs without modifications, which largely eliminates the requirement to make compliance filings in future years to incorporate new or revised standards or (2) identify in their OATTs, the applicable standards which the Commission has specifically incorporated by reference in its regulations. PGE elected the second option - i.e., to identify the applicable standards in Section 4 of the PGE OATT. Additionally, PGE requested a new waiver of WEQ-015 and WEQ-021 as these standards apply to measurement and verification of products and services specific to organized ISO/RTO wholesale markets of which PGE is not a member.

    The effective date of the NAESB Version 003 Standards referenced in Section 4 of the PGE OATT is February 1, 2015. A notice of the filing has been posted on OASIS and PGE will be post an updated OATT once the standards are effective. (posted 11/26/2014)


    Revised PGE OATT Posted

    Today, Pursuant to Section 206 of the Federal Power Act, and Part 35 of the FERC Regulations, and in compliance with Commission Order Nos. 792, and 792A, and the January 15, 2014, and September 19, 2014 Errata notices in Docket RM13-2-000 (Order 792), Portland General Electric Company (PGE) filed compliance amendments to Attachment M -Small Generator Interconnection Procedures (SGIP), to its Open Access Transmission Tariff (OATT).

    A Commission staff member contacted PGE on September 23, 2014, and requested that PGE submit additional changes to its SGIP in the PGE OATT to reflect the Commission's January 15, 2014, and September 19, 2014 Errata notices. Additionally, Commission staff requested formatting changes such as the removal of footnotes from the bottom of the page and insertion of the same footnotes into the body of the tariff page, so that the submission is compatible with e-tariff. The supplemental tariff changes proposed herein are otherwise responsive to and consistent with those noted in the Errata notices. As was the case in PGE's original compliance filing, this supplemental filing does not propose any variations from the Final Rule or any additional modifications to PGE's OATT. PGE has proposed that these supplemental compliance tariff revisions be effective September 1, 2014 , consistent with the original compliance filing date proposed by PGE. (posted 11/17/2014)

    205 Filing - Operating Reserves Changes to OATT due to BAL-002-WECC-2

    Today, pursuant to Section 205 of the Federal Power Act, Part 35 of the Federal Energy Regulatory Commission's regulations, and Order No. 714 regarding electronic filing of tariff submittals, Portland General Electric Company submitted for filing proposed amendments to Section 3 (Ancillary Services), Schedule 5 (Spinning Reserve Service), Schedule 6 (Supplemental Reserve Service), and Attachment N (Retail Network Integration Transmission Service Provided For Oregon Retail Direct Access) of its Open Access Transmission Tariff (OATT). The OATT amendments are necessary to conform PGE's OATT to the requirements of new regional Reliability Standard BAL-002-WECC-2 (Contingency Reserve), which was approved by the Commission in Order No. 789.

    PGE is seeking to revise its OATT Service Schedule 5 and OATT Service Schedule 6 to reflect its revised Contingency Reserve obligations under BAL-002-WECC-2. PGE is also modifying its Attachment N to provide a clearer listing of charges, namely Spinning Reserve Service under Schedule 5 and Supplemental Reserve Service under Schedule 6, to any Transmission Customer purchasing Retail Network Integration Transmission Service. Additionally, PGE is changing the language in Section 3 of its OATT to allow for Ancillary Services, including both Spinning Reserve Service and Supplemental Reserve Service, to be provided to Transmission Customers delivering energy from a generator located within PGE's Control Area. The effective date for the modifications is October 1, 2014 (the same date the revised WECC Reliability Standard BAL-002-WECC-2 goes into effect).     Today, pursuant to Section 205 of the Federal Power Act, Part 35 of the Federal Energy Regulatory Commission's regulations, and Order No. 714 regarding electronic filing of tariff submittals, Portland General Electric Company submitted for filing proposed revisions to Section 23, Section 4.2, Service Agreement A-1, and Service Agreement B, and Schedule 4 of its Open Access Transmission Tariff.

    PGE is seeking to revise Section 4.2 of its OATT to clarify that certain product reservations contemplated by the NAESB standards are not provided or are limited because PGE does not provide those products, or provides them only on a limited basis. PGE is seeking to revise Section 23 of its OATT to better distinguish between resales and transfers through alignment with the NAESB OASIS Standards, Version 1.5. PGE is seeking to revise Attachment A-1, Form Of Service Agreement For The Resale, Reassignment Or Transfer Of Point-To-Point Transmission Service, to clarify that the financial obligation to the Transmission Provider is transferred to the Assignee in the case of a transfer, but remains with the Reseller in the case of a resale. This is consistent with the clarification PGE is making in Section 23. In addition, PGE proposes to modify Attachment A-1 and Attachment B to add clarification regarding the rights of PGE and the Assignees under Attachment A-1) and Transmission Customers under Attachment B to terminate the Service Agreement. Finally, PGE proposes to revise Schedule 4 of its OATT to include certain meter losses in its energy imbalance calculation. The effective date for the modifications is July 1, 2014.     Preschedule Guidelines Business Practice Updated on June 3, 2014

    The Preschedule Guidelines Business Practice was revised and posted to OASIS today without a normal review process. This immediate update was to correct a discrepancy with the PGE OATT where daily non-firm TSRs may be submitted up to two days prior to the day the schedule utilizing a daily non-firm reservation commences. The revised business practice now complies with this allowance. Comments to this business practice may still be submitted to the OASIS Administrator.

    PGE Cancels Waiver Extension Granted for Cascade Crossing

    On January 15 2014 PGE submitted a letter to FERC to state that the conditions on which a the waiver was granted to PGE no longer exist. The waiver was granted of certain OATT provisions governing interconnection and transmission service requests related to the Cascade Crossing Transmission Project (CCTP).     Conditional Open Season Update

    PGE has successfully awarded all capacity conditionally available in the previously announced Conditional Open Season Process. All applications received were considered first priority. Because PGE received more than 10 Open Season applications, an independent accounting firm was engaged to develop and execute a procedure to randomly select 10 successful bidders, and then to randomly select the two bidders to receive 11MW of capacity (versus the 10MW awarded to the other eight successful bidders).Once all service agreements are fully executed, PGE will post a listing of the successful bidders.     Conditional Open Season Process for Newly Acquired Transmission Capacity on the California Oregon Intertie

    PGE has posted a new Business Practice (BP) titled Conditional Open Season Process for Newly Acquired Transmission Capacity on the California Oregon Intertie and has placed this new BP in the Business Practices folder and the new Open Season folder to the left. This BP outlines the process for participating in the aforementioned Open Season for the 102 MW of additional capacity that may be acquired on January 1, 2014.     FERC Order 764 Errata Filing

    On September 6, 2013, PGE made a compliance filing in response to FERC Order No. 764. That filing was to be effective today, November 12, 2013. PGE discovered that one of the prescribed pro forma changes in Section 13.8 was erroneously omitted.     206 Filing - Revision to Schedule 3

    Today, pursuant to Section 206 of the Federal Power Act, and Part 35 of the Federal Energy Regulatory Commission's Regulations, and in compliance with Commission Order No. 784, PGE submitted the attached pro forma amendment to Schedule 3 of its Open Access Transmission Tariff to identify that PGE takes into account speed and accuracy in the calculation of Regulation and Frequency Response Service.     Additional Transmission Capacity may be Available

    PGE is currently in commercial negotiations that may result in PGE owning additional transmission capacity on the California Oregon Intertie. If PGE procures this additional capacity, PGE intends to make it available through an open season process and will only accept requests for this capacity through that process.     Revised Tariff Posted

    On October 17, 2013, FERC issued a letter order denying the NTTG Transmission Providers' motion to suspend until October 1, 2015 the effective date of proposed Order 1000-related revisions to Attachment K. Pursuant to that letter order, PGE has posted an updated OATT reflecting proposed Order 1000 revisions to Attachment K filed with FERC to date as our current effective tariff in the Tariff folder.     Multiple Compliance Filings Explanation

    In order to comply with FERC Order No. 1000, PGE, as member of NTTG, has submitted three filings to FERC: (1) a regional compliance filing made on October 10, 2012, (2) an interregional compliance filing made on May, 10, 2013, and (3) a second regional compliance filing made on September 16, 2013. All three of these filings are posted in the FERC - 206 Filings Folder at left. Although the first two filings requested an effective date of October 1, 2013, the NTTG parties subsequently requested an effective date of October 1, 2015 in a Motion to Suspend the Effective Date of the NTTG Transmission Providers' Order No. 1000 Regional Attachment Ks which accompanied the third Order 1000 filing. This date was proposed based on overlapping and potentially conflicting compliance obligations in the three filings. Until FERC rules on the NTTG Transmission Providers' Motion to provide clarity on an effective date for NTTG's proposed Order 1000 processes, PGE will consider the PGE-8 Tariff posted in the Tariff folder on OASIS the current effective tariff.     Non-Firm Transmission Curtailment Method Changed to Prorata

    Today, September 13, 2013, PGE Transmission has changed the curtailment method for all non-firm transmission from Last-In-First-Out (LIFO) to Prorata with regard to the term of the reservation. This is to conform to FERC clarification of this matter. The Curtailment Guidelines Business Practice has been updated to reflect this change. The waiver will remain in place through May 18, 2014.     OATI to Implement Changes to Tag Authority in Support of FERC Order 771-A

    OATI will be implementing changes to the Tag Authority to support the additional validation as defined in FERC Order 771-A.The implementation will provide different configuration options for BAs within the US, BAs within Canada, and ERCOT.

    Order No. 1000 Attachment K Joint Compliance Filing of the Jurisdictional Transmission Providers of the Northern Tier Transmission

    Today, pursuant to Section 206 of the Federal Power Act, Order No. 1000 of the Federal Energy Regulatory Commission, and 18 C.F.R. Part 35 (2012), Deseret Generation & Transmission Co-operative, Inc., Idaho Power Company, NorthWestern Corporation, PacifiCorp, and Portland General, as members of the Northern Tier Transmission Group filed a joint compliance filing. The filing package made on behalf of Portland General Electric, in Docket No. ER13-68-000, includes: a common joint filing letter, a revised Attachment K to PGE's Open Access Transmission Tariff, and a redline of the changes made to PGE's Attachment K .

    PGET to Amend Tariff under Order No. 764

    On June 22, 2012, FERC issued Order No. 764, in Docket No. RM10-11-000 (Integration of Variable Energy Resources, 139 FERC P61,246 (2012)). Under this order, Portland General Electric Transmission (PGET) is required to amend its Open Access Transmission Tariff (OATT) on or before September 11, 2013, to allow transmission customers to submit transmission schedules on 15-minute intervals. PGET is working toward complying with the order and will update customers on PGETs progress at PGETs regularly scheduled quarterly customer meetings. The waiver covers a one year period from the date issued. During the waiver period, PGE will undertake a General Facilities Study of the CCTP and will post the results of that study on OASIS.     NERC Priority eTag Validation Changed

    PGE Transmission has altered the implementation of the NERC Priority Validation on eTags. The NERC Priority for a reservation in the Transmission Allocation section of an eTag must now match the NERC Priority listed on the OASIS Reservation. Grandfathered transmission transactions are exempt from this validation. (posted 05/23/2012)


    Generator Interconnection Requirements Updated

    PGE has updated its Generator Interconnection Requirement document with the following updates: 1)Frequency Relay coordination updated to conform to the approved update of the WECC Off-Nominal Frequency Load Shedding Plan. 2) To conform with the latest NERC definition, the definition for Automatic Generation Control (AGC) System was updated.
