09/17/2021 (NEW): Notice of WAPA's Filing of OATT Revision 21-01 under FERC Docket No. NJ21-13-000

WAPA has filed the FINAL OATT Revisions with FERC on September 17, 2021. A copy of the Filing is available at the following link:

Next Steps:

08/02/2021: Posting of Stakeholder Comments / WAPA Responses & FINAL OATT Revision Redline Documents, and Notice of earlier Filing plans for OATT Revision 21-01

WAPA received limited written comments from Stakeholders on the draft OATT revisions during the comment period that ended June 14, 2021. WAPA has summarized the comments received, along with corresponding WAPA responses, in the following document: WAPA-OATT-Revision-21-01-Stakeholder-Comments-and-WAPA-Responses.pdf.

WAPA expresses its appreciation for the feedback from Stakeholders.

WAPA has posted the FINAL OATT Revision Redline documents below.  WAPA made several clean-up type edits for consistency and other minor formatting edits
to the proposed OATT revisions posted on May 13, 2021.

Given the limited comments, no subsequent material OATT revision changes, and earlier posting of the Final OATT redlines, WAPA intends to file the OATT Revision 21-01 with the Federal Energy Regulatory Commission (FERC) earlier than originally planned, but will maintain the same planned Effective date of December 15, 2021 for the OATT revisions.

•    WAPA anticipates filing to FERC around September 17, 2021
•    WAPA will be posting additional information related to any necessary Business Practices.

04/30/2021: Initial Notification of Planned OATT Revision 21-01 (for Order 845 - Reform of Generator Interconnection Procedures and Agreements), Announcement of Stakeholder Meeting on May 24, 2021:

WAPA is evaluating OATT revisions to address FERC
Order No. 845, Order No. 845-A and Order No. 845-B (Reform of Generator Interconnection Procedures and Agreements) - see Order 845 brief summary below. WAPA indicated it would proceed with these revisions during the prior OATT Revisions 20-01 and 20-02 processes and in its associated filings under FERC Docket Nos. NJ21-1-000 and NJ21-4-000. In addition, WAPA also plans to evaluate other minor OATT clean-up and maintenance revisions. As part of WAPA's process to seek stakeholder comments on the proposed OATT revisions, WAPA will hold a Stakeholder Meeting on May 24, 2021 at 10am MDT (via WebEx) to present its proposed OATT revisions for OATT Revision 21-01. WebEx information is here: 
Webex InfoWAPA's 30-day comment period will begin once WAPA posts its proposed OATT revisions on its Regional OASIS sites before the May 24, 2021 Stakeholder Meeting. WAPA invites all interested parties to attend.  In addition to sharing the proposed revisions, WAPA will also outline the expected timeline to respond to stakeholder feedback, complete the OATT revisions, and file the OATT revisions with FERC.

03/11/2021: Advance Notice of OATT Revision to Address FERC Orders 845/845-A/845-B

WAPA plans to evaluate OATT revisions in the near future to address FERC
Order No. 845, Order No. 845-A and Order No. 845-B (Reform of Generator Interconnection Procedures and Agreements) - as WAPA indicated it would do during the prior OATT Revisions 20-01 and 20-02 processes and in its associated filings under FERC Docket Nos. NJ21-1-000 and NJ21-4-000. In addition, WAPA also plans to evaluate other minor OATT clean-up and maintenance revisions.

In Order No. 845, FERC adopted ten proposed reforms to the pro forma LGIP and LGIA for Transmission Providers (TPs):

(1) To improve certainty for Interconnection Customer (IC) by:
    (a) enabling IC to exercise option to build, regardless of whether TP can meet IC’s construction dates; and
    (b) imposing a revised dispute resolution requirement on all TPs.

(2) To promote more informed interconnection decisions by:
    (a) requiring all TPs to publish a method for identifying contingent facilities;
    (b) requiring TPs to offer access to study processes and assumptions for maintaining network models used;
    (c) altering the definition of “Generating Facility” in the LGIP and LGIA to include electric storage resources; and
    (d) requiring TPs to post interconnection study reporting requirements on a quarterly basis.

(3) To enhance the efficiency of the interconnection process by:
    (a) enabling ICs to request interconnection service at a level lower than their generating facility capacity;
    (b) requiring TPs to allow agreements for provisional interconnection service before completion of full process;
    (c) requiring TPs to develop an expedited process for ICs to use or transfer surplus interconnection service; and
    (d) requiring TPs to establish a procedure to assess if IC’s proposed technology constitutes a material modification.

FERC Orders 845-A and 845-B addressed certain requests for rehearing and clarified aspects of Order 845.

Additional details will be posted on this page regarding the specific WAPA OATT revisions being proposed, the planned informal public comment process, and the expected schedule including filing of the OATT revisions with FERC, when WAPA is ready to proceed with the proposed OATT revisions.  WAPA tentatively plans to begin notification and distribution of additional information about this OATT Revision 21-01 on or around April 30, 2020.
