03/31/2023: Notice of FERC Order accepting Filing
for OATT Revision 22-01, and posting of a minor correction to
OATT PDF files Effective as of 02/01/2023
On March 28, 2023, FERC accepted WAPA's Filing under Docket No.
NJ23-1-000, approving OATT Revision 22-01 (DSW EIM), and noted
the need for a minor correction in Footnote 37 of the Order: "We
note that there is a typo in section 9.8 (Market Validation and
Price Correction). The statement should read “If the MO modifies
the WAPA EIM Entity’s EIM settlement statement in accordance
with the MO’s market validation and price correction
procedures in the MO Tariff . . . .”. WAPA plans to submit that
correction in its OATT Revision 22-02 Filing scheduled for mid
April (see
above). In the interim, WAPA has corrected the
typo in the posted PDF versions of the WAPA OATT with an
Effective Date of February 1, 2023. (See WAPA-Tariff-Docs)

Notice of RMR and CRSP MC Participation in the WEIS Market
Effective 02/01/2021 @ 00:00 CST, and Implementation of
Attachment R of WAPA OATT at that time. Also, posting of OATT

RMR and CRSP MC are providing
notification that they both begin participation in the
WEIS Market effective 02/01/2021 @ 00:00 CST when the WEIS
Market goes live in production mode. Therefore, Attachment R of
the WAPA OATT posted as effective 02/01/2021 applies to
Transmission Customers in the LAPT and CRCM systems as outlined
in Section 2.0 of Attachment R to the OATT at that time. The
Federal Energy Regulatory Commission approved the executed Western Joint Dispatch

01/09/2021:
Notice of RMR and CRSP MC Draft Posting of updated "Assessing
Unreserved Use Penalty" Business Practice
RMR and CRSP MC have posted the
following PROPOSED update on January 9, 2021 to
their "Assessing Unreserved Use Penalty" Business Practice (BP)
related to the OATT Revision 20-02 updates for Stakeholder
comment. The postings are located on the LAPT and CRCM
OASIS home pages under the "Business Practices" folder, "Draft
BP's - 10 Day Comment" sub-folder:
Comments regarding the
proposed BP updates must be submitted within 10 business days of
the posting date noted here and/or on the LAPT and CRCM OASIS home

On December 23, 2020, the Federal Energy Regulatory Commission
approved the WEIS Market Tariff and Western Joint
Dispatch Agreements under its Order for Docket Nos. ER21-3-000 and
ER21-4-000 and therefore cleared the way for the WEIS Market to
“go-live” on February 1, 2021, and for WAPA Regional Offices to
participate in the WEIS Market.

Update on proposed schedule for filing and posting of
responses to stakeholder comments for OATT Revision 20-02
(For CRSP/RMR participation in the WEIS Market)
Based upon SPP's filing of
the revised WEIS Tariff on October 1, 2020, and SPP's request
that FERC act on the filing and issue an order by December 1,
2020, WAPA has adjusted its OATT Revision 20-02 schedule and
now plans to submit that filing to FERC on or around December
2, 2020, with an Effective Date of February 1, 2021.
Please note that time frame may need to further change
depending upon the status of the WEIS Tariff at FERC.
In addition, to accommodate review of the revised WEIS Tariff,
WAPA intends to post its responses to comments received from
stakeholders on our around October 30, 2020. WAPA will
subsequently post any necessary updates to the initially
proposed OATT revisions to address the stakeholder comments,
when completed. Consistent with its OATT revision practices,
WAPA will request additional comments from stakeholders if
WAPA proposes additional substantive OATT revisions not
originally scoped, or makes changes to the originally proposed
revisions that require an additional comment period.
Given the comments received, and WAPA's planned responses and
intended updates to the OATT revisions, WAPA does not expect a
need to request additional comments from stakeholders at this

the Sierra Nevada Region (SNR) to participate in the the
California Independent System Operator's Western Energy
Imbalance Market (EIM) along with several members of the
Balancing Area of Northern California (BANC), and (2) the intent
of the Colorado River Storage Project (CRSP), Rocky Mountain
Region (RMR), and Upper Great Plains Region (UGP) to participate
in the Southwest Power Pool's (SPP) Western Energy Imbalance
