Entergy Attachment O Calculation by TPZ


The Entergy Operating Companies updated their annual MISO Attachment O and MISO Tariff Schedule 41, Schedule 42a, Schedule 42b, and Schedule 47 informational posting on October 30, 2015. The annual transmission revenue requirements of the Entergy Operating Companies (Entergy Arkansas, Inc., Entergy Gulf States Louisiana, L.L.C., Entergy Louisiana, LLC, Entergy Mississippi, Inc., Entergy New Orleans, Inc., and Entergy Texas, Inc.), as determined by implementation of their Attachment O transmission formula rate templates, which contribute to the rates for MISO transmission service in the Entergy Arkansas, Entergy Louisiana, Entergy Mississippi, and Entergy Texas transmission pricing zones as calculated by MISO, will remain unchanged until May 31, 2016. On May 20, 2015, in Docket No. ER13-948-000, et al., the Federal Energy Regulatory Commission granted the Entergy Operating Companies a temporary and limited waiver of their transmission formula rate implementation protocols and permission to maintain their currently-effective transmission revenue requirements in effect through August 31, 2015. In a subsequent order issued August 31, 2015, the Commission extended the temporary and limited waiver until October 31, 2015.

Entergy's six operating companies (Entergy Arkansas, Inc., Entergy Gulf States Louisiana, L.L.C., Entergy Louisiana, LLC, Entergy Mississippi, Inc., Entergy New Orleans, Inc., and Entergy Texas, Inc.) each own transmission facilities and are Transmission Owners in the Midcontinent Independent System Operator, Inc. ("MISO"), a regional transmission operator. On October 1, 2015, Entergy Gulf States Louisiana, L.L.C., and Entergy Louisiana, LLC, completed a transaction in which they combined substantially all of their respective assets and liabilities into a single successor public utility operating company, Entergy Louisiana Power, LLC (the 'Louisiana Business Combination'). Entergy Louisiana Power, LLC, became a public utility on that date and changed its name to 'Entergy Louisiana, LLC', or ELL. ELL has assumed the MISO Attachment O transmission formula rate templates of Entergy Gulf States Louisiana, L.L.C., and Entergy Louisiana, LLC, and for purposes of the current annual transmission formula rate update, has used those transmission formula rate templates to determine its annual transmission revenue requirement for the rate period through May 31, 2016.

Each of Entergy operating company's transmission facilities are within one of four MISO transmission pricing zones: TPZ #28 (Entergy Arkansas), TPZ #29 (Entergy Louisiana), TPZ #30 (Entergy Mississippi), or TPZ #31 (Entergy Texas). The rates for transmission service in each of those pricing zones are established through cost-based rate formulas filed with the Federal Energy Regulatory Commission. The rates for each transmission pricing zone may reflect the costs of transmission facilities owned by transmission owners not affiliated with Entergy.
